Dynamic Forms (#1249, #1250)

• Prevention of File Deletion and Duplicate Uploads:
  • Implemented a verification to prevent previous file responses in dynamic forms from being erased upon re-saving.
  • Fixed duplicate file uploads when clicking "Save" consecutively without modifying files.
  • Added hasNewFiles verification and map update in dynamic enrollment (DynamicEnrollmentComponent) to avoid runtime type errors.
  • Removed unnecessary injection and usage of AnswerService in DynamicQuestionComponent to comply with linter rules.
